Stillwater is a college town, and that shapes its housing. Census estimates show nearly two in three occupied homes here are rented, close to twice the state's share. Landlords need units ready before the next lease starts. Some of the town's 1970s houses still have a closed-off kitchen and a tub you step over.

Stillwater was settled in the Land Run of April 22, 1889, and won the Payne County seat in 1890. That December, the territorial legislature chose it for the land-grant college that became Oklahoma State University. The town had 16,007 people in 1940, and Census estimates put it past 50,000 in 2025.
Census estimates count about 22,350 homes here, with a median year built of 1984. More date from the 1970s than from any other decade, about one in six. Roughly 44 percent went up before 1980, and about a third in 2000 or later.
Only about half of Stillwater's homes are detached houses, against nearly three in four statewide. A 1970s house is about 50 years old now, and its first cabinets and plumbing are often due for replacement.
Census estimates show 62.9 percent of Stillwater's occupied homes are rented. About 39 percent of homes sit in buildings with two or more units. Nearly two in five residents are 18 to 24 years old.
Rental work has to fit between one lease and the next. Our rental turnovers for landlords cover flooring, paint, fixtures and repairs. A worn kitchen or bath can be planned into the same turnover. We look at the unit first and put the estimate in writing.
If a unit rents by the night, the city has rules for that too. A city ordinance requires a license for every short-term rental in Stillwater. It also sets a 20 percent density cap on each residential block.
Permits come from the city's Development Services office in the Municipal Building. Residential remodels go on the city's remodel permit application. Trade work such as plumbing and wiring has its own permit forms. Depending on the scope, the application may ask for a floor plan.
Building and Fire Code Services handles plan reviews and inspections, booked through an automated call-in line. The remodel permit form says a permit lapses if no inspection happens within six months. Each permit ends with final inspections and a certificate of completion or occupancy.
The city's wiring guide for remodels asks for the rough-in inspection before insulation or drywall covers any wiring. On a kitchen opened to the studs, the new drywall waits until that inspection is done. Copies of the international codes the city uses are at the Stillwater Public Library.
Kitchens built in the 1960s and 1970s were often walled off from the living room. We can take one down to the studs and open that wall to make the room bigger. If the wall is load bearing, an engineer sizes the beam that replaces it. The new layout gets the plumbing and electrical changes it needs, under one contractor.
Hall baths from those years often have a tub you step over and a narrow door. Our bathroom remodeling work can swap the tub for a low-threshold shower or a walk-in tub. Before the tile goes up, we set blocking in the wall so grab bars anchor into solid wood.
Stillwater skews young, yet Census estimates count about 5,100 residents age 65 or older. The city's Senior Activity Center in Couch Park serves people 50 and older. For a parent with a walker or a wheelchair, accessibility remodeling can widen doorways and add grab bars. If an entry ramp is part of the plan, the city's building office posts a handout that covers residential ramps.
